There is still one answer I need to know.

It is about Google Pagerank.
In order for me to improve the PR, I understand that lot of website need to have my URL on their website, correct?
And if the content of the other sites are related to my site and they have high PR, it is better as to improving pageranks.

In order to improve the PR, is it better if we "exchange" text links or better if the other site has my link on their website but I don't have their URL on my site?
i.e. I don't have their link on my site while they have my link on their site.

It is better to have a one way link pointing to you for PR.

However there are other benefits to a link exchange that straight PR and link exchanges can be beneficial.

Yeah, I used to get most of my traffic from link exchanges with other sites... If I had time I would do so again, but I am spending too much time making a few new sites I plan to launch in the coming months...

Any incoming link is good. And for PR a one way thing is best (they link to you but you dont link to them).

If its a choice between link exchange with a good site or a one way link from a bad site, i would choose the exchange. If you exchange with a good site you'll still going to get visitors coming from that site as well as some helping PR.
