Ignored links..

Anybody have any ideas on why Google would ignore backwards links? I just took over a project that somebody else ****** up severely. And while the site used to have a pagerank of 4, and around 50 back links, it now has a pagerank of 2, with 0 back links (despite the fact that you can do a search for "www.keukashoreline.com" and find a bunch). I need a way to remedy the situation.

Perhaps google has banned the domain... You mentioned someone had '****** up severely'... Perhaps they spammed google...
